New England Council Supports ROAD to Housing Act

On September 10, 2025, the New England Council wrote to the New England Senate Delegation, as well as Senate Banking, Housing, and Urban Affairs Committee Chairman Tim Scott and Ranking Member Elizabeth Warren, to express strong support for the Renewing Opportunity in the American Dream to Housing Act of 2025 (the ROAD to Housing Act). The bipartisan legislation was passed unanimously by committee in July.
In the letter, the Council noted that affordable, accessible, and stable housing is essential for maintaining a competitive workforce, driving economic mobility, and supporting the long-term prosperity of our region. The bipartisan, comprehensive approach outlined in the ROAD to Housing Act addresses these urgent needs and demonstrates a shared commitment across party lines to solving the nation’s housing crisis.
In the letter, the Council highlighted several provisions that will be especially impactful for New England communities, including the establishment of an innovation fund to help communities expand their housing supply and Community Development Block Grant funding. The letter also endorsed provisions aimed at enhancing banks’ ability to invest in affordable housing, expanding access to small-dollar mortgages, modernizing and streamlining relevant government programs.
