Peter Phipps

Vice President of Federal Affairs

Peter Phipps is the Council’s Vice President of Federal Affairs. Based in the Council’s Washington, D.C., office, Peter is the lead staffer for the Council’s Transportation and Infrastructure Committee and Trade Working Group, and also handles Budget and Appropriations issues.

Peter joined The New England Council in September 2010 after a 23-year career on Capitol Hill where most recently he was a Professional Staff Member on the U.S. Senate Committee on Commerce, Science, and Transportation. In this position he worked as minority staff point person on such bills as the “Consumer Product Safety Improvement Act; the “Virginia Graeme Baker Pool and Spa Safety Act”; and the Cameron Gulbransen Kids Transportation Safety Act”.

Prior to his Committee experience, Peter served as a Legislative Assistant to U.S. Senator John Sununu (R-NH) handling a variety of domestic issues, with an emphasis on all policy matters involving energy, environment, and transportation. Peter was also a speechwriter to U.S. Senator George Voinovich (R-OH), and a Legislative Assistant to U.S. Senator Alfonse D’Amato (R-NY). In Washington,

Peter is a native of Goffstown, NH. He is a graduate of Syracuse University with a degree in Political Science and in International Relations. He resides In the Washington, D.C. suburb of Annandale, VA, with his wife and three children.
