Former Appropriations Committee Members Offer Insights on Appropriations in the 117th Congress
On December 15, The New England Council hosted a briefing for members focused on the outlook for the federal appropriations process in the 117th Congress and under the incoming Biden Administration. This briefing was part of a series of Post-Election Policy Outlook programs that the Council presented in the weeks following the 2020 election.
The virtual program featured presentations from former Democratic Congressman Jim Moran, now a Senior Policy Advisor at Nelson Mullins, and former Congressman Jim Walsh, now a Government Affairs Counselor at K&L Gates, both of whom served on the Appropriations Committee during their time on Capitol Hill. Amy Carnevale, Government Affairs Advisor at K&L Gates and Joe Donovan, Managing Director, Federal Strategies at Nelson Mullins, co-moderated the discussion.
Former Representatives Moran and Walsh drew on their own experiences as longtime members of the House Appropriations Committee to offer insights on what to expect in the year ahead. Specifically, they discussed the possible return of earmarks, including the types of safeguards that should be put into place if earmarks were reinstated, and how earmarks can be a tool to foster more bipartisan cooperation. They also shared their thoughts on incoming Chairwoman Rep. Rosa DeLauro and her approach and priorities as she assumes leadership of the committee.
