Housing

In February 2024, The New England Council launched a new Housing Working Group to bring together Council members from various sectors throughout the region to work collaboratively to address the housing shortages plaguing the region.

The New England region faces an unprecedented shortage of housing at all levels – everything from affordable rental units, to middle-income single-family homes. The shortages are having a negative impact on the region’s economy, making it difficult for employers to attract and retain talent, and making the region less attractive for businesses to locate and expand here.

The Housing Working Group focuses on identifying and supporting federal policy proposals that aim to increase housing supply, educating federal policymakers about the impact of the shortages and impediments to solving the crisis, and fostering collaboration across different sectors and across state lines.  The working group is co-chaired by David Gasson, Executive Director of the Housing Advisory Group, and Amy Iseppi, Vice President, Director of Government and Community Relations at the Federal Home Loan Bank of Boston.  The NEC staff liaison is Natasha Silva.

The New England Council Voices Concern Over Proposed HUD Changes to CoC Program

On November 24, 2025, the New England Council wrote to Secretary Scott Turner of the U.S. Department of Housing and Urban Development (HUD), as well as to Chair Tom Cole and Ranking Member Rosa DeLauro of the House Appropriations Committee, expressing serious concern about recent policy changes to the Continuum of Care program. The proposed change would shift a significant portion of funding from permanent housing assistance to transitional housing models that include work or service requirements.
