MassDevelopment, ISO New England and TD Bank Partner on Holyoke Campus Expansion

ISO New England

New England Council members MassDevelopment, ISO New England and TD Bank are partnering on a $60 million financing to support the expansion and improvement of ISO New England’s campus in Holyoke. MassDevelopment issued the tax-exempt bond on behalf of ISO New England, while TD Bank purchased the bond, helping ISO New England achieve a lower cost of capital.

ISO New England will use the bond proceeds to acquire five acres adjacent to its existing campus, remove an existing building and construct a new three-story, 79,000-square-foot facility with more than 300 parking spaces. The new all-electric, LEED-certified building will support training and visitor meetings, address current office space constraints and improve campus security. Construction is expected to begin in late 2026 and be completed in 2028.

“MassDevelopment is pleased to partner with TD to help the organization invest in the future of its Holyoke campus,” said MassDevelopment President and CEO Navjeet Bal. TD Bank Senior Relationship Manager Tom Armstrong said the project will “strengthen critical infrastructure, support sustainable development, and enhance ISO New England’s ability to serve the region as energy needs continue to evolve.” ISO New England President and CEO Vamsi Chadalavada said the organization is “grateful to MassDevelopment and TD for financing this project,” which will strengthen its ability to serve the region and collaborate with stakeholders as the grid evolves.

The campus expansion will support ISO New England’s work overseeing the reliable operation of New England’s electric power generation and transmission system while contributing to continued investment in Western Massachusetts.

The New England Council commends MassDevelopment, ISO New England and TD Bank for their collaboration on this investment, strengthening ISO New England’s Holyoke operations and supporting the reliability of New England’s electric grid.
